It seems that you managed to fix this yourself.
This is the instructions for enabling the plugin:

Now it’s the time to install the PRO version!
Prion installation, please disable the free version of our plugin!

After you install the plugin it’s time to setup your credentials!

Click “settings” in our plugin row, in the plugin’s area screen or go to WooCommerce / Settings / Payments and click Manage on Cash on delivery.

There you will be prompted to enter your WooCommerce Smart COD PRO Username and API key.
You can find your username and API key in your account page.
Don’t forget to register your site(s) in the same page at the bottom!

That’s all! Don’t hesitate to contact us for any question and start enjoying cash on delivery gateway, the PRO way!

Please send us a temporary admin account to info@woosmartcod.com to configure the plug-in properly, since the issue you describe most of the times are due to wrong configuration.
